Key Outcome 3: Networked Government
In order to serve the public seamlessly and effectively, ICT is used as a key enabler in transcending organisational boundaries to collaborate, share information and leverage on the collective knowledge to deliver value-added, integrated and responsive services to our customers.
Transcending Organisational Boundaries
To meet this challenge, the Singapore Government is evolving into a knowledge enterprise where collective knowledge is harnessed effectively to offer greater value to customers and enhance service quality. To safeguard our customers’ privacy, we have instituted government-wide policies and guidelines that are on par with private sector best practices.
The Government continues to work collectively to ensure ICT investments generate the best possible benefits. We are further enhancing service-wide ICT management and governance capabilities. We will also leverage on common architectures and infrastructures to promote cross-agency collaboration and optimise resource allocation.
In a world of increasing security risks, we adopt an integrated, proactive and preventive approach to enhance the Government’s overall ICT security preparedness for any contingency.
Facilitation Through Service-Wide Standards
The Service-Wide Technical Architecture (SWTA) is a technical framework comprising principles, standards, and guidelines on the use of technology components. This helps to facilitate inter-operability and information sharing across agencies, leading to seamless integrated e-services to our customers. The domain architectures within the SWTA framework seek to reduce integration complexity, promote greater economies of scale and increase re-use of components among agencies’ ICT systems.
The SWTA forms a foundational milestone for a Singapore Government-wide Enterprise Architecture (EA), which is a blueprint towards achieving business process interoperability and information interoperability in the public sector. The development of a Singapore Government-wide EA is scheduled to be completed by 2007.
